Definition:
Jarkko Oikarinen is the programmer who put together the Internet Relay Chat protocol. IRC, which was created in 1988, became a popular means of communication during the Persian Gulf War. It's based on a server/client system and is hugely popular. The top three networks have hundreds of thousands of clients connecting to them daily.
Also Known As:
"Irk", though the creator prefers it to be pronounced as "eye-are-see".
